Board Letter Regarding Springs and Water Issue

Regarding: QCPOA Springs and Water Issue

Dear QC Property Owners:

As most of you know, the Water Quality Control Division (WQCD) of Colorado Department of Public Health and Environment classified QCPOA as a Public Water System in 2015. After nearly two years of vigorously opposing that classification, the QCPOA Board of Directors concluded that continued non-compliance to directives from WQCD would cause very serious actions and penalties to be imposed by the State of Colorado upon QCPOA, its directors and all property owners in Quartz Creek Properties. (Please see Attachment “A” to the Water Committee Report and Recommendations document contained herein).

At a special board meeting on June 19, held in Quartz Creek Properties and duly posted and open to all members, the Board of Directors unanimously approved and adopted the Report and Recommendations of the Water Committee as its Compliance Plan to the WQCD rules and regulations for Public Water Systems (attached document). A thorough review and discussion of this plan will be presented at the Annual Meeting of QCPOA on July 3, 2017, in the Newcomb Center in Pitkin. Board members, Water Committee members, our consulting engineer, our certified operator and representatives of the WQCD and the Colorado Attorney General’s office will be on hand and able to answer all questions you may have regarding this issue and the board’s action.

We are pleased that a workable and affordable solution has been found to this critical issue in which our right to use our springs water supply for domestic purposes was at stake, not to mention the severe penalties to QCPOA and all QC Owners for continued non-compliance to Colorado Safe Water Rules and Regulations.
