Important
Meeting Regarding
the Rezoning of the Mandeville Sports Complex
IMPORTANT MEETING,
Tuesday, May 15, 6:00 p.m., Parish Council Chambers,
Koop Drive
At the April 5, St.
Tammany Parish Council Meeting, the zoning appeal by
Mr. James Shields, the owner of Mandeville Sports
Complex, was heard. Councilman Marty Gould,
who represents most of Quail Creek and some of
Forest Brook, presented a proposal for the approval
of Mr. Shields' appeal. The proposal covered
10 items which need to be addressed prior to the
hearing of the rezoning submission by Mr. Shields.
The Council voted unanimously to approve the appeal
with the change being sent back to the zoning
commission and these 10 items being addressed.
The 10 items are:
1. Establish a
working committee consisting of at least two
commissioners, five residents, the developer, his
assistant, and the project engineer.
2. Establish the
acreage being used at present for the Mandeville
Sports Complex.
3. Determine the
new acreage being put into use.
4. Determine the
average density of Quail Creek and Forest Brook in
relation to the total acreage, including retention
ponds and other facilities.
5. Establish
density of new area to be developed based on the
average denstiy determined in Item 4.
6. Address parking
issues associated with events held at the Mandeville
Sports Complex.
7. Provide 50 ft.
buffers on eastern, western, and southern boundaries.
8. Develop a
single family layout taking into account impacts on
adjacent properties excluding drainage and traffic.
These are to be addressed at the appropriate
planning state.
9. Avoid wetlands
if possible.
10. Ensure that a
collection mechanism is established is a home owners
association is to be responsible for maintaining the
common grounds.
At the St. Tammany
Parish Zoning Commission meeting held on May 1,
2007, it established a special committee of three
Zoning Commission members: Richard Dale Mackie
(Chairperson), Jim Davis and Anthony Lang to meet
with all interested parties on Tuesday, May 15,
2007, at 6:00 PM in the Parish Council Chambers on
Koop Drive regarding the PUD proposal for the
Mandeville Sports Complex. Mr. Shields stated he
would present a "revised" plan at the
meeting.
Anyone and everyone interested in this matter should
attend this meeting. It is a public meeting. It will
not be televised. The three Commission members will
listen to comments from the public following the
presentation of Mr. Shields. They can also ask
questions or make comments. They will not take any
action at the meeting, but instead make a
recommendation to the full Commission at its next
meeting (June 5, 2007). The Commission usually
follows the recommendation of the Committee, but it
does not always. The full Commission should hear the
proposal on June 5th and make a recommendation to
the Parish Council.

Swimming
Pool Closed for Safety Concerns
The swimming pool is
currently closed. There are two important safety
issues which must be repaired prior to opening
the pool this season. We have a contractor set
up to do this work during the next 2 weeks and hope to
have the pool opened on Friday, April 6. Please
continue to check back here or in the information
boxes at the entrances for updates.

St.
Tammany Zoning Commission Meeting Update
1 March 2007
The Zoning Change for
Mandeville Sports Complex will not be heard at the
March 6th Zoning Commission Meeting. The
matter was on the agenda for the February 6th
meeting and was expected to be tabled because Mr.
Shields, the owner of the property, was not prepared
to present his new proposal for the development.
Subsequently, Mr. Shields was not in attendance at
the meeting. The Zoning Commisssion chose to
hear the request anyway, and then voted 9-0 to deny
the request. Mr. Shields appealed the request
and his appeal will be considered by the Parish
Council at 6:00 p.m. on Thursday, April 5, 2007.
Mr. Shields will need to convince 8 of the 14
council members to overturn the Zoning Commission denial.
We will be meeting with
members of Forest Brook POA to join forces and
determine our strategy from this point forward.

Meeting Postponed!

Breaking
news! The Quail Creek General Meeting has
been changed from January 21 at 7pm to January 28th
at 7pm. Quail Creek President Stephanie
Ruoss explains: "Go Saints!!!" For
those of you not following the Black & Gold, all
of Louisiana expects to be celebrating this Sunday
after the defeat of the Chicago Bears. This
celebration is the cause of the meeting's
postponement.
